Public sector workers are WRONG to get 2%, they aren't worth it. Private sector workers are WRONG to get 3%, they are worth much more. See how it makes sense now? The emphasis is that you are naive to expect 2% - why, even the PRIVATE sector are only getting 3%. That puts you almost level.
